The goal of the Line 97 project, completed in late 2018, was to improve traffic flow and transit operations through the cities of San Leandro, Hayward, and Union City between the Bay Fair BART station and the Union City BART station. The Line 97 project corridor included 47 signalized intersections. 

Project elements included: 

• Implementation of an adaptive traffic control system (ATCS) at 34 signalized intersections 
• Deployment of transit signal priority (TSP) at all 47 signalized intersections 
• Relocation of several bus stops from near-side to far-side 
• Safety improvements at several bus stop locations
