The formation of AC Transit as a publicly owned transit system was a new idea at the time. Not only were public funds being used to finance the system’s startup, but a bond issue was approved to fund the purchase of a privately owned transit company, Key System Transit Lines. Satisfying the needs and demands of the numerous stakeholders affected by this undertaking was a paramount concern for those involved at AC Transit’s inception.
