Realign: Frequent Service Scenario

The Frequent Service Scenario increases how often lines in high-demand areas run and ensures that all local routes, in those high-demand areas, provide weekday service every 30 minutes or better. Some routes in this scenario would be made more efficient to improve reliability and shorten travel time​, and some routes that don’t have as much demand would be eliminated. This scenario will improve access to jobs, grocery stores, and hospitals. This scenario would not require additional resources to implement and will inform the development of a single service plan for consideration and implementation in August 2024.

Highlights

West Contra Costa County

In this proposed Frequent Service (F) scenario, existing Line 72R will be consolidated into lines F72 and F72M to provide more reliable service on San Pablo Avenue. Line F70 will provide additional service to address increased demand along Cutting Blvd. The new F72 will no longer serve the Hilltop Mall and Line F76 will serve areas previously served by the existing Line 72, including the Rollingwood community. With the increase in service on Line F72M, frequency along the MacDonald corridor will double to accommodate ridership demand. The new Line F74 will allow for more resources to provide increased service on Line F71. 

Northern Alameda County

The new line F51 will replace existing lines 51A and 51B, providing a one-seat ride between the Fruitvale BART station and Downtown Berkeley. This re-design eliminates a transfer for riders and increases connectivity between Fruitvale BART and UC Berkeley at a frequency of 10 minutes. In this Frequency-based scenario, existing lines 6, 51A, and 51B are redesigned to provide improved, transfer-free service on Telegraph and College Avenue corridors. Line F29 has been revamped to offer new service along Alcatraz Avenue, addressing local transportation needs in Berkeley. Similarly, Line F96 now extends its service coverage to Brooklyn Basin, contributing to improved connectivity. Ashby Avenue is now served by the newly introduced Line F27, optimizing transit options in the area. Additionally, Line F39 has been redesigned to provide dedicated service along Fruitvale Avenue and Park Street. Line F20 will be adjusted to cover the loss of Line 21 in Bay Farm and to improve crosstown service in Alameda, thereby expanding accessibility and transit options for the community. Lines 65 and 67 will be consolidated.

Central Alameda County

Line 99 will be replaced with the F10, which will extend to Union City, effectively reducing the number of transfers for riders in Hayward and expanding service with a longer route. Line 34 will be discontinued due to low demand and Line F35 will be invested in to improve frequency. Line F41 has been redesigned to better serve Equity Priority Communities and supplement areas served by Line 56. Line F93 will terminate at Hayward BART to accommodate for redesign of Line F28. Line F28 will now serve the San Leandro Boys and Girls Club. The goal of this scenario is to achieve a uniform 30-minute frequency for every line in Central Alameda County. 

South Alameda County

This scenario will increase the frequency of all lines in Fremont and Newark to 30 minutes. Lines being redesigned include: F212 to provide service into Milpitas BART instead of the F217, F216 to provide supplemental service for the F232, F217 to serve the California School for the Deaf, F232 to improve frequency, F239 to connect Pacific Common with Warm Springs and Fremont BART, F251 to extend service to Ohlone College. The only line being discontinued is Line 215 due to low ridership.  

Transbay/All-Nighter

Transbay service will be adjusted to meet current transportation demand, with Lines FG and FJ redesigned to correspond with MTC regional planning efforts, and lines FL, FLA, FOX and FW to see routing changes aimed at improving productivity. No changes are proposed to All-Nighter service.
