Realign Draft Final Plan

Introducing the Draft Final Plan 

Following the presentation of the Balanced, Frequent, and Unconstrained Vision service scenarios, the AC Transit Board of Directors voted to approve an all-new draft plan incorporating elements from the existing scenarios along with additional public outreach. After AC Transit conducted extensive public outreach through the spring of 2024, we are presenting the Draft Final Plan. 

The Draft Final Plan is carefully crafted to optimize current service efficiency while allowing for potential future expansion as resources become available. It also ensures that the proposed bus network's adjustments are possible with our existing labor force.  

This Draft Final Plan suggests the introduction of new bus lines, consolidation of some lines, potential elimination of others, and adjustments to existing bus lines. 

The Draft Final Plan is now moving forward to public hearings scheduled for late summer 2024. This will represent the final opportunity for the public to provide input on Realign before the Board of Directors makes its decision.

Planning Area Summaries

Richmond, San Pablo, Unincorporated Contra Costa County

The following are proposed changes for the Richmond, San Pablo, and unincorporated areas of North Richmond, East Richmond Heights, El Sobrante, and Kensington.  

DF72 ends at Contra Costa College, and DF74 ends at the intersection of Olinda Road and Valley View Road. Lines 71 and 800 will remain unchanged, and Line 376 and Transbay Lines H and LA will be eliminated. DFL extends to Richmond Parkway Transit Center to partially compensate for the elimination of Line LA.  

DF70 extends to Del Norte BART and increases in frequency to every 30 minutes and will no longer go down Lincoln Avenue, but will instead travel straight down 13th Street. DF7 provides more direct service along Adeline Street corridor, will no longer serve the Emeryville Amtrak but will serve the Emeryville Public Market, and decreases in frequency to every 60 minutes. Line DF72R’s frequency will decrease to every 30 minutes. Bus service hours are extended to 12 am every day for DB76, which now runs through the Rollingwood neighborhood, service hours are extended for DF72M to 1 am. 

El Cerrito, Albany, North Berkeley

The following are proposed changes for El Cerrito, Albany, and North Berkeley.  

Line DF18 is proposed to extend the current Line 18 to Montclair via 11th/12th Street, 1st Avenue, E. 18th Street, Park Boulevard, and Mountain Boulevard, replacing the current Line 33, and its frequency has been increased on weekdays to every 15 minutes. DF7 provides more direct service along the Adeline Street corridor, will no longer serve the Emeryville Amtrak but will serve the Emeryville Public Market, and decreases in frequency to every 60 minutes. New line DF27 will provide crosstown service on Ashby Avenue, including to Emeryville Amtrak, and provide additional connections to North Berkeley and El Cerrito. DFL extends to Richmond Parkway Transit Center, and DF72 ends at Contra Costa College. Lines 51B, 71, 800, 802, FS, and G remain unchanged, and Transbay Lines H and Z will be eliminated.  

Line DF72R’s frequency will decrease to every 30 minutes. Bus service hours are extended for DF12 to 12 am every day and for DF72M to 1 am on weekdays. The frequency of DF67 decreases to every 60 minutes and the frequency of DF65 decreases to every 45 minutes. The frequency of DF12 increases to every 20 minutes and the frequency of DF52 increases to every 15 minutes on weekdays. 

North Oakland and South Berkeley

The following are proposed changes for North Oakland and South Berkeley.  

DF29 extends to Downtown Berkeley via Stanford, Market, Alcatraz, and College. DF36 extends to Rockridge BART via Piedmont Avenue, Warring Street, Derby Street, Claremont Boulevard, and College Avenue. DFL extends to Richmond Parkway Transit Center to partially compensate for the elimination of Line LA, and DF88 extends to Piedmont to replace the existing 33 line and its frequency decreases to every 20 minutes. Line DF18 is proposed to extend the current Line 18 to Montclair via 11th/12th Street, 1st Avenue, E. 18th Street, Park Boulevard, and Mountain Boulevard, replacing the current Line 33, and its frequency has been increased on weekdays to every 15 minutes. Line DF72R’s frequency will decrease to every 30 minutes. Bus service hours are extended for DF72M to 1 am on weekdays, while the frequency of DF12 increases to every 20 minutes and extends service hours to 12 am every day. 

North Oakland, Emeryville, West Oakland, and Downtown Oakland

The following are proposed changes for North Oakland, Emeryville, and Downtown Oakland.  

DF29 extends to Downtown Berkeley via Stanford, Market, Alcatraz, and College. DF7 provides more direct service along the Adeline Street corridor, will no longer serve the Emeryville Amtrak but will serve the Emeryville Public Market, and decreases in frequency to every 60 minutes. DF19 now operates between downtown Oakland and Fruitvale BART, and DF805 provides nighttime 73 service towards the Coliseum, Oakland Airport, and Eastmont Transit Center. DF88 extends to Piedmont to replace current line 33 and decreases in frequency to every 20 minutes. Lines 1T, 6, 51A/B, 57, 800, 802, 851, E, F, FS, G, J, NL, P, and V remain unchanged, while Transbay Lines C, CB and Z will be eliminated.  

Line DF72R’s frequency will decrease to every 30 minutes. Bus service hours are extended for DF12 to 12 am every day and service increases to every 20 minutes. The frequency of DF14 increases to every 20 minutes from every 30 minutes on weekends but decreases to every 20 minutes from every 17 minutes on weekdays. Bus service hours are extended for DF72M to 1 am on weekdays.  

West Oakland, Downtown Oakland, Eastlake, San Antonio, Fruitvale, Alameda

The following are proposed changes for lines running from Downtown and West Oakland to Fruitvale. 

DF21 provides access to the Chabot Space and Science Center and DF19 now operates between downtown Oakland and Fruitvale BART. DF96 is proposed to serve Brooklyn Basin. Lines 1T, 6, 51A, and 840 remain unchanged, while Transbay Lines B, NX1, NX2, NXC, and OX will be eliminated. DF20 now operates further into Alameda Point and DFW extends to Bay Farm Island to maintain Transbay service and partially mitigate the elimination of Line OX. 

Additionally, the following lines will increase access to new areas for riders in West Oakland. Line DF18 is proposed to extend the current Line 18 to Montclair via 11th/12th Street, 1st Avenue, E. 18th Street, Park Boulevard, and Mountain Boulevard, replacing the current Line 33, and its frequency has been increased on weekdays to every 15 minutes. Line DF88 will extend to Piedmont to replace current Line 33; decreasing frequency from 15 during peak hours to 20 minutes. Line DF29 extends to Downtown Berkeley via Stanford, Market, Alcatraz, and College. DF36 extends to Rockridge Bart via Piedmont Avenue, Warring Street, Derby Street, Claremont Boulevard, and College Avenue. 

Bus service hours are extended for DF14 to 12 am every day, and DF6 now begins service at 6 am. The frequency of weekday and weekend DF62 service adjusts to every 20 minutes, the frequency of DF54 decreases to every 20 minutes. Weekday hours of operation for DF40 are improved so service starts at 5 am instead of 6 am. The frequency of DF14 increases to every 20 minutes from every 30 minutes on weekends but decreases to every 20 minutes from every 17 minutes on weekdays. The frequency of DFO weekend service decreases to every 60 minutes.  

East Oakland and Alameda

The following are proposed changes for Fruitvale and East Oakland.  

DF73 reduces route turns to improve reliability and create a more direct trip to Coliseum/Oakland Airport and to Eastmont Transit Center, begins morning service at 5 am instead of 2 am and decreases in frequency to every 20 minutes. DF805 provides nighttime 73 service towards Coliseum, Oakland Airport, and Eastmont Transit Center. DF45 takes a shorter route through Sobrante Park, decreases in weekday frequency to every 20 minutes, and increases in weekend frequency to every 30 minutes. Lines 1T, 46L, 51A, 57, 90, 98, 840, NL, NX, and NX3 remain unchanged, while Transbay Lines NX1, NX2, NX4, and NXC will be eliminated.  

The frequency of DF14 increases to every 20 minutes from every 30 minutes on weekends but decreases to every 20 minutes from every 17 minutes on weekdays. The frequency of DF54 also decreases to every 20 minutes. Weekday hours of operation for DF40 are improved so service starts at 5 am instead of 6 am. 

San Leandro, Castro Valley, San Lorenzo

The following are proposed changes for San Leandro and unincorporated areas of Castro Valley and San Lorenzo.  

DF10 extends to Union City BART and increases in frequency to every 15 minutes to provide service along Mission Boulevard. DF28 directly serves the San Leandro Boys and Girls Club and increases in frequency to every 40 minutes. Weekday hours of operation for DF40 and DF97 are improved so service starts at 5 am instead of 6 am. DF45 takes a shorter route through Sobrante Park, decreases in weekday frequency to every 20 minutes, and increases in weekend frequency to every 30 minutes. Lines 1T and NX3 remain unchanged, while Transbay Lines NX4, NXC, and S will be eliminated. The frequency of DF801 decreases to every 60 minutes while the frequency of DF34, DF35, and DF93 increases to every 40 minutes on weekdays. 

Hayward, Ashland, Cherryland, Fairview

The following are proposed changes for Hayward and unincorporated areas of Ashland, Cherryland, and Fairview.  

DF28 directly serves the San Leandro Boys and Girls Club and increases in frequency to every 40 minutes, and DF86 operates to Hayward Business Park, covering portions of the old Line 83. Weekday hours of operation for DF40 and DF97 are improved so service starts at 5 am instead of 6 am. Lines 41 and 95 remain unchanged, and Line 99 and Transbay Lines M, NX4, NXC and S will be eliminated. DF10 extends to Union City BART and increases in frequency to every 15 minutes to provide service along Mission Boulevard. New Line DF299 runs every 30 minutes on segments of existing Line 99 between Union City BART and Fremont BART, with schedules coordinated with Line 210 so that buses run every 15 minutes along Fremont Boulevard between Decoto and Walnut. 

The frequency of DF60 decreases to every 45 minutes, the frequency of DF801 decreases to every 60 minutes, and the frequency of DF34, DF56, and DF93 increases to every 40 minutes on weekdays. 

Union City, Fremont, Newark

The following are proposed changes for Union City, Fremont, and Newark.  

DF10 extends to Union City BART and increases in frequency to every 15 minutes to provide service along Mission Boulevard. DF212 extends to Milpitas BART while decreasing frequency to every 40 minutes, and DF200 serves Newark further west while decreasing frequency to every 30 minutes. DF217 to operates a shorter line between Fremont BART and Warm Springs BART while also serving the California School for the Blind. Weekday hours of operation for DF97 are improved so service starts at 5 am instead of 6 am. New Line DF299 will operate between Union City BART and Fremont BART every 30 minutes with schedules coordinated with Line DF210 so that buses run every 15 minutes along Fremont Boulevard between Decoto and Walnut. Line U remains unchanged. Transbay Line SB, which was temporarily suspended in March 2020 due to historic low ridership, is proposed for elimination in 2025. Alternate service options are available through other Transbay and local lines connecting to BART stations. 

DF216 operates north of Union City BART and DF251 adds weekend service to Ohlone College Newark, with bus service hours extending for both Lines until 8 pm daily. DF239, which operates between Fremont BART and Warm Springs BART to serve Pacific Commons and Warm Springs Business Park, has bus service hours extended to 11 pm on weekdays and added service on weekends from 7 am to 11 pm. 

DF232 operates between Union City BART and NewPark Mall and weekday service will now start at 6 am. Bus service hours extend for DF210 until 10 pm, while the frequency of DF801 decreases to every 60 minutes.  

All Nighter

All Nighter service proposed changes would include a frequency reduction of Line DF801 to every 60 minutes to match rider levels and reallocate resources to lines serving San Leandro and other southern destinations. In addition, Line DF805 proposes to adjust its routing east of Coliseum BART to mirror alignment with Line DF73.
